AGM batteries also, IIRC, rest at a slightly higher voltage than standard batteries, so there may be a difference there as well.

*shrugs* Probably depends on a lot of factors, including the age of the battery, year of make on the panel, etc. For me, it is always lit when I'm plugged in, and never lit when I'm not (although I've not checked with a fresh charge, so anything is possible).
