I am going to assume that the obvious idea of a taller fence is not an option for some reason or another. Perhaps something decorative, that flips up and locks in place, mounted on either side of the fence (whichever side works better for the swing out required when you flip it up), which then hides the offending a/c unit from the street view?
Or perhaps a decorative banner of some sort (like a canvas painted with a horizon trellis and flowers), that you can string up above the fence, which will then hide the offending a/c unit.
