Default Bedroom window leaks at the bottom

I just removed the street side bedroom window because it was leaking at the bottom. After removing the window, I cleaned off all of the old caulk and what appeared to be butyl tape around the window's edge. I cleaned the entire window and frame of dirt and the weep holes are working and at the bottom of the window. I then laid new butyl tape along the window's edge trim. 1 layer thick and very even. I reinstalled the window and the window was pulled tight against the trailer wall, inside and out. I let the window set for awhile and then took my hose and watered it down. There is still a leak at the bottom.

Can water come in from the tracks that the glass sits in? The weep holes are letting the water flow out. I could use some ideas on what the problem is and a solution. Thanks
