That seems a bit low, but not astoundingly so. NADAGuides says that between $4700-5700 would be fair, if everything works. It is your job, of course, to make sure everything works. Remembering that it is a 13-year-old trailer, you can expect some cosmetic issues, but all of the appliances should work (air conditioner, refrigerator, water heater, stovetop and oven, and toilet are the big ones). Remember that the refrig will require several hours to cool down, and the seller should have turned it on well before you arrive. The rest of the appliances should work immediately. The shells should go up and down smoothly. Hook up to city water and confirm no leaks. And so forth. Look at the tires - it is not unreasonable to think you might replace tires and battery.
