First make sure the bathroom walls are up and locked so the safety switch is closed. The heater will not operate on 115 if this switch is not closed.
If that is taken care of ,then disconnect the 115 volt wire going to the element. Turn the 115 volt water heater switch to the on position and check for 115 volts between the removed wire and TM chassis. If not there you will need to start checking the wiring between the element and your converter.
