bad wiring, bad breaker, bad switch,........could be any of a number of things. With the switch on and the breaker closed do you 120 v ac at the heater element with shore power connected. If no do have 120 vac at the breaker, if not a bad breaker, if yes then wiring or the on off switch. There is also a reset under a rubber cap on the water heater. All this is covered in the tech section that Bill's post linked you to.
