Toyota in my manual gives a good example. I think with with the new standard the driver weight up to some number is not included in the weight. Assumption is you will always have a driver.

Look in your manual under towing or tow capacity. There should be an good example. I'm in agreement with the tongue weight plus the curb weight, plus cargo, passengers and fuel. Not sure if the driver at some number between 160 to 200 lbs is included in the weight, but I don't believe you add the driver weight. Toyota adapted the new towing standards in 2012?
