We have lived close to two extremely popular national parks, Grand Canyon NP and Rocky Mountain NP. Both of these parks are accessible from very large metropolitan areas (Phoenix and Denver) by a pretty easy day trip. They can both also be swamped on any given day during the summer and I wouldn't go to either one on a free day if they paid me. I imagine the more remote parks would be less likely to be that way. That being said, if I were going to utilize the fee free days, I'd go for one with expensive entrance fees as they vary widely, especially between the parks and the monuments.
