I think I finally figured out the leak in the street side window. All debris had been cleaned out before I re-caulked the window. Water was flowing nicely from the weep holes and the water force from the hose was like a hurricane. So I was spraying water onto the window with some force. What I discovered was that the tiny white plastic trim that goes around the non-moving window pane (against the glass) was allowing water to come in. I ran a bead of Dicor non-sagging caulk around the window frame sealing in this trim. No more water leak. I tested all the other windows and they are still sealed properly. For now at least.
