The Thetford gauge is easy to fix or replace. Most likely it is just gunked up, so you would pull it out (easy) and clean it off. While it is out, you can look at the center spiral strip (you'll recognize it when you see it). The float moves up and down on this strip, and if the strip gets bent, the float will jam in position. It is easy to straighten the strip. In the worst case, the entire gauge assembly will require replacement, but I can't imagine it is too expensive.

As for the charging system failure. That is pretty non-specific description, so when you get the trailer you will start looking at fuses and circuit breakers. Some of them are inside the converter, some are not. You may find that the fix is as easy as changing a fuse. On the other hand, assuming the original converter is still in place, the battery charger section was not wonderful in those days, so you may want to replace the converter anyway.
