Interesting! My first thought was that PO put the extra strips on there to keep dust out while towing. But, from your second picture, that doesn't seem to be the case, as it does push the outer wall out, leaving a gap near the top.

Without analyzing it in-person, it appears that it is not needed. BUT, if it is not needed, what prompted the PO to put it there? He felt a need, for some reason.

Before removing, I would check to see if it could actually be keeping dust out while towing - is there something else that is keeping the dust out from above the add-on strip when it is closed? Also, look to see how it is attached. If it has screws holding it to the wall, you will have to caulk each of those screw holes, very well, to make sure it doesn't leak.
