There are things to consider:

*Max tire rating (on TV and trailer)
*WB of tow vehicle
*Actual tongue weight (not rated TW)
*Amount of weight already on rear axle of TV
*distance from trailer ball to center of TV rear axle
*Willingness to mess with a WDH

The fact is, a WDH really isn't expensive and it improves the ride of the tow vehicle and trailer. It also improves control in an emergency situation.

It does add stress and shock loading on the trailer tires so it would be wise to have extra capacity in the tire rating. In most cases, if you have 15" tires, a WDH is not an issue.

Personally, I don't like having to deal with the WDH. I'm just getting too old for that crap and I have a bad back.

If you decide on a WDH, be sure to get a properly rated one. Bigger is not necessarily better in this case.
